A vehicle black box video filmed in the underground parking lot of an apartment in Uijeongbu, Gyeonggi-do, around 9 a.m. on the 25th of last month, was released.

In this video, the moment a car leaves the parking lot and turns to the right, the car body rises with a ‘clunking’ sound. Surprisingly, a 6-year-old boy was lying face down on the floor.

The child, who came out looking for his mother, is said to have stayed at the accident site for more than 30 minutes, sitting down and lying down repeatedly.

The driver who reported the video said about the child’s condition, “He went to the intensive care unit, but has now been moved to a general hospital room. He was diagnosed with a rib fracture, pneumothorax, and liver damage, and was told that he needed to be watched further.”

Previously, another vehicle passed the same area, but no accident occurred, and the driver went further to the right and stepped on the child.

The driver said, “Because the accident point is a right turn and you have to turn left, it can be difficult if a car comes from the opposite direction. That’s why I stick to the right side as much as possible.”

He continued, “I don’t understand that a child was left alone without a guardian for tens of minutes,” and claimed, “Unlike the black box, it was not visible at all from my field of vision.”

However, the driver’s insurance company reportedly determined that it was a car-to-pedestrian accident and that the driver was 100% at fault.

Regarding this, lawyer Han Moon-cheol, who specializes in traffic accidents, said, “Reflecting mirrors are installed to see cars coming,” and added, “I think it would have been difficult for (the driver of the accident) to see the child lying down through the mirror.”

One lawyer commented, “It doesn’t make sense to look in the mirror carefully in anticipation of a child lying next to a pillar in the parking lot passage,” and added, “According to our experience, if this accident goes to court, there is a high chance of being found not guilty.”

He added, “I hope the child recovers his health quickly. “It is very dangerous for children to be alone in the parking lot,” he said, adding, “Parents need attention and caution.”

The police who reported the case are investigating the exact circumstances based on the black box video and the statements of those involved in the case.
